The Romanian history is about to enter a critical new chapter as Romanian employers faced a September 2025 deadline to comply with substantially stricter reporting requirements.

Beginning next year so in 2026, the Romanian Government will replace the long-standing Revisal system with REGES-Online, mandating comprehensive changes to how companies report and manage employment data.

Under the new regulations, employers must create accounts, obtain proper authorizations, and adapt to more rigorous submission timelines. The implementation of REGES in Romania requires businesses to report certain employment changes before they take effect, with specific 3-day, 5-day, and 20-day reporting windows depending on the type of information. Importantly, non-compliance carries significant financial consequences, with fines reaching up to RON 20,000 for violations. In 2026, the fine for non-registration of an employee is no longer 20.000 RON but 40.000 RON from 1 January 2026.

REGES-Online replaces Revisal system

REGES-Online represents a comprehensive digital evolution from the outdated Revisal application that has been tracking Romanian employment data since 2011. The new system operates as an electronic platform exclusively online, eliminating the need for locally installed applications. This digital transformation addresses limitations in the previous system related to information volume, complexity of labor relations, and technological advancement.

The platform will serve as a centralised repository for completing, submitting, managing, and processing all employment contract data. Managed by the Labour Inspectorate, REGES-Online promises several improvements over its predecessor:

  • Full digitization of employment relationship data management
  • Increased data security through modern infrastructure and cyber protection
  • Enhanced transparency for current and former employees
  • Real-time updates and streamlined access when dealing with authorities 2

Legal basis: Government Decision 295/2025

Government Decision 295/2025 establishes the legal framework for REGES-Online implementation, pursuant to Article 108 of the Romanian Constitution and Article 34, paragraph 7 of Law 53/2003 (Labor Code). The legislation applies to multiple employer categories, including private entities, public institutions, diplomatic missions, and international organisations operating in Romania that employ local staff.

The decision introduces several significant changes to employment record management. Notably, employers must submit data on new employees no later than the day before they start work 2. Additionally, the system requires reporting of workplace classifications (fixed/mobile) and disability information for employees with disabilities.

For employers using advanced or qualified electronic signatures for employment documents, the legislation mandates the creation of electronic personnel files compliant with legal provisions on electronic document archiving. These requirements demonstrate the government’s commitment to modernizing employment documentation practices across REGES in Romania.

The key points are:

📌 1. General Employee Register (Registrul General de Evidență a Salariaților) Is Mandatory

Romanian law (Labour Code Art. 34) obliges every employer to establish and maintain a general employee register that records all employees and key details of their contracts (e.g., identity, job, contract type, dates of employment/termination, etc.). This register must be kept and made available to labour inspectors and authorities upon request.

Traditionally, this was done through the REVISAL system — an electronic register employer uploads to the Labour Inspectorate — and was treated like an official document that had to be maintained at the employer’s headquarters.

📌 2. From 2025, the Register Is Online (REGES-ONLINE)

Romania is transitioning fully to a digital register called REGES-ONLINE managed by the Labour Inspectorate:

Employers must register in the REGES-ONLINE system and upload/maintain employee data in it.

The deadline for completing registration and uploading all required employee contract details was extended to 31 December 2025.

This digital system replaces the older Revisal requirement, and the data electronically reported is treated as the official employee register.

📌 3. Do You Still Need a Physical File at the Office?

While the official register is now digital, you must still maintain employee personnel files:

Romanian employers are required to keep personal files for each employee at your company’s headquarters (or secondary headquarters if relevant). These contain employment contracts, identity documents, qualifications, records of changes, suspensions, terminations, and other supporting documentation.

These files must be available for inspection by labour authorities (ITM) if requested.

📌 4. Penalties for Non-Compliance

Failing to register in REGES-ONLINE, update records, or make personnel files available can lead to significant fines (e.g., tens of thousands of lei).

And on top of that, physical records shall be kept by the employer:

  • ID and update for validity
  • Signed labor contract and the act additional
  • ROI internal rules
  • Fisa postului
  • Cazier
  • SSM booklet per employee
